Required Instruction in Responsible Conduct of Research

Required Education in the Protection of Human Research Participants
This notice from the Department of Health and Human Services announces a new requirement for education of all PHS-funded researchers working on studies with human subjects. (June 2000)
PHS Policy on Instruction in the Responsible Conduct of Research (RCR)
Under this new policy, the Department of Health and Human Services is extending the requirement for instruction in responsible conduct of research. The policy requires that all "research staff ... at extramural institutions shall complete a basic program of instruction in the responsible conduct of research". (December 1, 2000)
Suspension of PHS Policy
Due to Congressional concerns, the PHS Policy on Instruction in
the Responsible Conduct of Research (RCR) was suspended with
the intention of revision and re-introduction at a later date.

UCSD
For many research and training programs, the PHS, the NSF, and other sponsors have requirements for training in the responsible conduct of research (RCR). UCSD has a variety of mechanisms to meet those requirements including RCR courses and, for researchers working with human subjects, a Web-based tutorial and classes.
If you wish to include these programs in an application for funding, please contact the Research Ethics Program, (kalichman@ucsd.edu, Michael Kalichman, Director) or UCSD Human Research Protections Program (mcaligiuri@ucsd.edu, Michael Caligiuri, Director) to design an instructional plan that will best fit your program.
In addition to courses for training in RCR, faculty affiliated with the Research Ethics Program are available to lecture or lead discussions on a wide range of topics in the ethics of research, medicine, and academia. For more information, please contact Michael Kalichman, kalichman@ucsd.edu.
